You also need to be on the GL3 renderer (not the "vanilla"/legacy renderer).

I can't really spot an error in your setup, you should be seeing normal maps where we have them. Be sure to play on Plat23, Parpax, Thunder or Yocto, all other maps are placeholders that don't have normal maps. If you still don't see them, maybe add a screenshot of how it looks for you?
