Some other stuff I forgot to add on and I don't think were mentioned in your original post:
Free Funds
I've mentioned the idea that there should be an alternate method of earning credits/evos other than killing. One method I think would be interesting would be to give teams a "stipend" or something on spawn (when not a tk) based on map control (or, resource efficiency, in practice). This will lessen the need for aliens to be able to rush into the human base for the sake of kills, will increase instability as a team gets more control over a map, and be less frustrating for new players on a winning team because they will get funds. This will not increase the incentive to camp since free funds are not awarded on time, but rather on non TK deaths, ie death by an enemy. Furthermore, the winning team will be under a constant barrage of attacks from the enemy who will be trying to decrease their hold. It gives the leech/drill more significance and will hurt when it's killed (this can be expanded such that the max free fund amount is a function of the rgs efficiency, but the current free fund amount is a function of time that slowly increases to the max amount. Having the max amount decreased, by losing a leech/drill for instance, means the teams have to wait for the amount to increase again to the max if an rgs is killed. It lets teams that gain momentum maintain it with an extra helping of evos/credits.
Now, I'm not proposing that this be a significant amount. Just enough for a person to get out of base with armor or an advanced dretch. Just so that a winning team doesn't have to play defensive because they are poor and are now being one-hitted by the now rich opposing team.
