wait what about opacity? Do we have to create a shader file for that individually?

Opacity is controlled by the HUD. You have always been free to modify that.

If it was, isn't that the same for the crosshairs? (only difference now is that you can control it in-game)

You could control the size and position of the crosshair via the HUD. You could also "hack" another crosshair into the HUD, but wouldn't truly be a crosshair that you could control with the cg_crosshair* cvars.
