Here are the screen shots of the static on HUD. This was taken locally as I had some trouble connecting to the servers. On dev server the static looks more coarse than others. On other servers it looks like a haze of light green mist. I think this effect would look nice when humans equipped with radar takes damage.

Check if r_cameraFilmGrain is disabled.

As I mentioned above, this feature could be utilized as an in game effect if the grains can be made more coarse.
