After getting this game on my new computer I head over to the options section to change some of the system settings but when i go to change things like texture detail from low to high it doesn't change, it stays at the low setting. Also a bunch of other settings won't change also, but it would take to long and also some of them are not that important to me.

Yup. We are aware and have fixed it. This was a bug introduced when we rewrote the cvar sytem this release.

No, it will be fixed in 0.23
