Maybe i'm crazy tho :D You're not. I consider the flamethrower OP, really. Aliens have to move all their buildings on roofs and walls ASAP because of that, which takes ages, and in the meantime the player is stuck, moving defenses which are rather weak in the hope of not feeding the human's momentu...

Suggestion: Have a minimum health percentage to evolve. If you evolve with low health and get in a fight right away, then you will probably end up wasting your evos. There is no rule that there can only be one layout per map. You can make some layouts that are optimized for bots or low playercount and have them selected in maprotation depending on the number of real players. Long times ago, in Tremulous, bases are always at the worst place and need to be moved. And, when moved, your team must be around to made protection the time for the reactor or the overmind to be ready. I think, it's still interesting.
