Bug Report:
Voice commands don't play unless the player is spawned. This isn't good for commands like "No Spawns!" where the player is most likely not spawned.

They work if you're doing it to your team though.

They don't work if you're not spawned. You jusct get an error message about how it can't find the sound to play.
Incidentally, I also just noticed this and have filed a bug report.

I was talking about vsay_team, not vsay.
