This addition only punishes "noobish" behavior, which would drive "noobs" away from the game. As the existing Tremulous/Unvanquished player base is very small, we'd rather not do anything that would drive potential players off. I cannot see how this is a good idea in the slightest. The "Rush" mode, on the other hand, only seems redundant.

What if staying alive when you are under effect of "Don't feed" gives you award (eg. 4 credits per second)? You then should stay alive at least for one minute so award will exceed punishment.

The game already sort of does this. Staying alive for 2 minuits gives you a frag or 200(?) credits.
Having the credits drip into your bloodstream over time would encourage camping (waiting at the armoury for that last 50 credits).

We allready have too much camping.
Ill rather have the Tribes Ascend noob feature that if you die without getting a kill (or suiciding) you get a small health bonus.
