Would it be possible to "expand" chat UTF-8 characters? because it does not display smilies/smileys, or could you add some?

Do you mean in game? There is a work-in-progress branch for that, but it isn't merged yet: https://github.com/Unvanquished/Unvanquished/pull/2222
