The easy way to allow a program to write files in whatever necessary locations is to choose "Run as administrator" when launching it.

Inside your Documents folder, create a directory "My Games\Unvanquished\pkg" and copy all files with a .pk3 extension into there.

When it gets stuck doing some action continuously, you can usually stop it by typing a command of the form /- (something).
For example, to stop walking backwards, type /-back .

Yes, the current release (alpha 22) has terrible fps on Windows. The previous version was fine, so perhaps it will be back to normal in the next release (beginning of January).
