We already use the iqm format but the biggest challenge in doing ragdolls would be to integrate it with our physics system. We've had plans to port it to bullet but none of the efforts have succeeded so for. If you want to take a look at the code it is on the bullet branch (and extremely outdated)

In all seriousness, this would be great but slightly difficult due to our model formats. Also I'm not sure how this would work for aliens.

I mostly concur with illwieckz points about your handmade legalese. It is really hard for oneself to write his own license (unless, you are a team of lawyers all by yourself). I strongly +1 this idea. I think a good way to go would be too remove support for building and intermission entities in the map format so that maps come empty. If a map is empty (or layout "none" is loaded) then the game goes in edit mode. I think it would even make a good starter project ...
