This forum time isn't right

TL;DR - Server/PHP time has 5 hour delay, fix please? ;)

I have noticed that the date displayed where the message was posted isn't right. I checked if I had proper timezone set in my settings, and it was correct, GMT +2, yet, there was a 5 hour delay between the "posted on" next to my post and time I actually posted that post. To fix that I had to change the setting to GMT +7, but I'm certain I don't live in Bangkok :) .

Also, it'd be great if you added current time (in relation to time-zone) in the time-zone select list in settings. For example instead of current

(GMT +2) Kaliningard...
(GMT +3) Baghdad...

do something like

(GMT +2) 17:09 - Kaliningard...
(GMT +3) 18:09 - Baghdad...

If it requires a bit more work, it's not that important, but would make things easier for (caring) people.

Also, “05:15 PM”. That's just… odd. 24H clock with a 12H suffix.

(And the time on this should be 00:20.)

Debian and Ubuntu packages (squeeze, wheezy, sid; 12.04, 12.10, 13.04) may work on derivatives
