There's going to be an external one, using Qt, with a first (preview) release really soon™. I am pretty sure we could give the in-game server browser an overhaul, but I don't know when will it happen and/or if that'll be any soon. To be honest, I've never even needed some another computer to kill a frozen Unv executable.
YMMV, but I always could switch to a free tty and kill it from htop.
