Skilled players (dexterity and strategy) should be rewarded. Skilled teams that play well together (teamwork and strategy) should be rewarded more. Strategy should be important regardless. If one guy can pull off the strategy better than a team thats fine. However one man can't be everywhere at once...

It should depend on the size of the map and how cramped you want things to be. Serveradmins should have some say in the matter. 30 minutes is nice. Less for small teams. More for large teams. Server side tickbox for choice.
